Some operators have private routes of 1 km to more than 5 km. In some cases, cultural heritage groups are allowed to use the national rail network. Contractual agreements are reached between KiwiRail and the regions regarding access to the rail network and use. Access agreements include access fees and access conditions. Track access charges provide funds for the operation, maintenance and renewal of rail infrastructure. Auckland Transport (AT) is responsible for the planning, financing and allocation of auckland public transport. Transdev currently operates the Auckland passenger rail network on behalf of AT. Auckland Transport instructs train operators to operate commuter services in Auckland. KiwiRail owns the line and provides access and maintenance services. The current metro operator is TransDev.
Rail companies other than KiwiRail may contractually use the rail corridor and provide services to customers. Waka Kotahi has also allocated $183 million for network renewal in Auckland, including the replacement of 60 km of worn-out lines, tens of thousands of ties and more than 100,000 tonnes of track beds. Wellington`s metropolitan network has also grown over the past decade. Between June 2008 and June 2019, the use of the railway increased from 11.8 million trips to more than 14.3 million. Tube trains are part of Metlink, run by the Greater Wellington Regional Council. Transdev currently operates the Wellington metro trains on behalf of Metlink and the Commission.
Since the Commission`s decision, a number of important decisions have been taken on metro projects that, in some cases, have strengthened the Committee`s decision and, in some cases, varied. These projects have been approved by the firm. These include the purchase of new electric railcars for Auckland, the further development of Wellington`s rail network, decisions on the ownership of rail vehicles and metro stations, and the financing of capital and the operation of the metro.
